The American side seeks to open logistics corridors through the territory of these three countries in order to ensure the supply of goods to the Belarusian company “Belaruskali” to the United States, bypassing the Russian Federation. This is evidenced by an unofficial appeal from the US State Department, which was at the disposal of the Belarusian service of Radio Liberty.

The need to develop new transit routes through Eastern Europe arose after the US Treasury Department officially lifted US sanctions on the Belarusian concern “Belaruskali”, the Belarusian Potash Company and the structure “Agrorozvytok” in March of this year. The easing of restrictions by Washington was the result of bilateral agreements, within the framework of which the regime of Alexander Lukashenko released 250 political prisoners from prisons. Currently, American business is showing high interest in direct purchases of Belarusian raw materials in order to overcome the deficit and stabilize the global fertilizer market.

The Ministry of Foreign Affairs of Ukraine has already officially confirmed to journalists the receipt of a corresponding letter from the US Special Representative John Cole. The foreign affairs departments of Poland and Lithuania are currently refraining from official comments, but Lithuanian Foreign Minister Kęstutis Budrys previously publicly acknowledged the presence of diplomatic pressure from Washington on the issue of resuming Belarusian transit.

The implementation of this initiative currently remains in question due to the tough position of European partners. Economic sanctions against the Belarusian potash sector have been in effect since 2021, and this year the European Union unanimously extended these restrictions, which include a strict ban on the import and transportation of fertilizers through the EU. In addition, Ukrainian expert circles are already criticizing the potential easing of restrictions, since the restoration of Minsk’s potash revenues may be perceived by the Kremlin as the West’s readiness to gradually dismantle the general sanctions pressure.

Lithuania does not plan to lift the ban on the transit of Belarusian fertilizers through the Klaipeda State Sea Port.

On May 22, the EU Council decided to suspend duties on a number of key nitrogen fertilizers for agriculture for one year. This includes urea and ammonia. At the same time, the decision does not apply to products from Russia and Belarus.

The US State Department has sent an official appeal to the governments of Ukraine, Poland and Lithuania with a request to lift national restrictions on the transit of potash products from Belarus.
