UAH 3 billion in investments. In the Bolgrad district of the Odessa region, a public discussion of the largest energy project in the region has started – and for farmers in the south it means more than just “green” electricity.

In the Budzhak community of the Bolgrad district of the Odessa region, a public discussion of the project of the industrial and energy park “BUDZHAK ENERGO” has started. The initiative involves the creation of a large renewable energy center with solar power plants, energy storage systems and industrial infrastructure. This is reported by the Odessa Life and Bessarabia INFORM publications.

The first stage is 185 hectares and a capacity of 120–140 MW of solar generation. In the future, an expansion to 500 hectares. The total investment volume is estimated at UAH 2.9–3.2 billion. The community will allocate about UAH 5 million for preparatory and land management works. The main financing will come from private investors. The attraction of European grants and “green” lending programs is also being considered.

The preparatory stage is 2026–2027. Construction of the first stage is 2026–2029. Full capacity is expected by 2035.

Bessarabia is the sunniest region with access to the Danube and the border with Moldova

The main driver of the initiative was the unique geographical and climatic potential of the Bessarabian land. The Bolgrad district has direct access to the state border with Moldova, where automobile and pedestrian checkpoints such as “Lisne” and “Vysochanske” operate. In addition, the region is located in close proximity to key Ukrainian ports on the Danube River.

The South of Odessa region is one of the sunniest regions of Ukraine. The number of hours of sunshine here exceeds 2,400 per year — almost 1.5 times more than in Kyiv. This means a higher utilization rate of installed capacity and better return on investment.

Proximity to Danube ports is a separate advantage. Ready-made green electricity can be supplied not only for domestic consumption, but also for export via international connections with Moldova and Romania.

IT and Smart Grid processing industry — residents of the park with tax benefits

BUDZHAK ENERGO is being created not just as a giant solar power plant, but as a platform for the development of an environmentally friendly processing industry, scientific research and the IT industry. Companies that will be engaged in the assembly and maintenance of components for solar power plants, wind generators and energy storage systems will be able to become residents and receive state tax benefits. Priority will be given to developers of intelligent control systems for Smart Grid networks and enterprises with a zero-waste production cycle.

For an agricultural processor, this is a concrete opportunity. An enterprise engaged in the processing of agricultural products with a zero-waste production cycle — for example, an oil mill that uses husks to dry grain — can become a resident of the park and receive state tax benefits and cheap “green” electricity directly from neighboring generation.

Agrarian as a resident: cheap electricity and uninterrupted power supply during blackouts

Now — the public discussion continues for 30 days. For local farmers, this is a moment to join the discussion and express a position: what conditions for connecting to the park are available for agribusiness and whether it is possible to become a resident with an agro-processing enterprise.

In 3–5 years — if the project is implemented — the region will receive a more stable energy supply. Storage systems with a capacity of 300 MW/h will be able to support the operation of critical infrastructure during accidents – and agro-processing enterprises connected to the park will have uninterrupted power supply even during blackouts.

For the Odessa region, where the agricultural sector provides a significant part of the regional GDP, stable “green” electricity is not a declaration, but a direct saving on production costs.

185 hectares at the beginning and 500 in the future. 120–140 MW of solar generation. 300 MW/h of storage.
