After receiving updated payments, some residents reported additional charges of hundreds and even thousands of hryvnias. The situation caused a public outcry and became the subject of government attention. The mass recalculation of heat payments in the capital caused numerous appeals and complaints from consumers, writes Oboz.<\/p>\n<p>Many Kyiv residents reported additional amounts in payments after the end of the heating season, and some residents claimed that they received repeated bills for services that had already been paid. In addition, some consumers drew attention to the fact that due to accidents and interruptions in heat supply, the service was not provided in full, but this, in their opinion, was not properly taken into account in the calculations.<\/p>\n<p>Prime Minister of Ukraine Yulia Svyrydenko reacted to the situation, stating that cases of additional charges require a detailed analysis. According to her, if the service was not actually provided, charges for it should not be made.<\/p>\n<p>Kyivteploenergo KP explains that this is not about new payments, but about a recalculation carried out in accordance with the Cabinet of Ministers Resolution No. 683. The company noted that the mechanism for such an adjustment began to operate only in May 2026, so it was impossible to carry out the necessary calculations earlier. According to the utility company, the recalculation covered more than a million apartments in the capital. They also claim that for 99% of consumers, the adjustment led to a decrease in charges by an average of 40%, and the total amount of the recalculation exceeded UAH 720 million.<\/p>\n<p>Former presidential advisor and economist Oleg Ustenko believes that the situation requires an independent review. In his opinion, the Antimonopoly Committee of Ukraine should join the analysis, which can assess the economic feasibility of tariffs and additional charges. The expert notes that during such an inspection, the company&#8217;s expenses, the structure of the cost of thermal energy, as well as the actual costs of heat production and transportation may be examined.<\/p>\n<p>At the same time, Ustenko warned that if some of the charges are recognized as unjustified, a significant financial deficit may arise. Then the losses will have to be compensated either from the Kyiv budget or from state funds.<\/p>\n<p>Kyivteploenergo reminds that January 2026 was one of the most difficult periods for the capital&#8217;s heat supply system. Due to severe frosts and the consequences of Russian attacks on energy infrastructure, more than 1,200 heating network damages were recorded in the city. Emergency services worked in an intensified mode, but it was not possible to completely avoid heat supply interruptions.<\/p>\n<p>Currently, the situation is under the control of the government and city authorities.
