And with it \u2014 a critical shortage of hands that have to carry out this harvest. The All-Ukrainian Agrarian Council officially appealed to the government: new criteria for criticality and increased reservation can leave farms without workers exactly when they are needed most.<\/p>\n<p>The All-Ukrainian Agrarian Council (VAR) has appealed to the government with an official letter calling for an urgent resolution of the critical limitation in providing personnel to agricultural enterprises. This is stated in the VAR report.<\/p>\n<p>Farmers claim that due to the shortcomings of the current reservation system and the sharp strengthening of regional criteria for determining criticality, the industry is on the verge of stopping at the height of the season.<\/p>\n<p>Where does the problem come from \u2014 a new resolution of the CMU<br \/>\nOn May 30, 2026, the Cabinet of Ministers adopted resolution No. 692, which updated the mechanism for confirming the status of critical enterprises and the procedure for booking military personnel. The Ministry of Economy states that the changes should make the system &#8220;more transparent, fairer and more protected from abuse.&#8221;<\/p>\n<p>But in practice, the strengthening of regional criteria means that some farms that previously had confirmed criticality now have to prove their status again according to new, stricter rules. For an agricultural enterprise preparing for the harvest, this means the risk of losing booked workers at the peak of the season.<\/p>\n<p>Current decisions on criticality are stored for the period for which they were made, but no longer than until September 1, 2026 &#8211; after that, re-confirmation according to the updated criteria is required.<\/p>\n<p>Harvest does not wait for bureaucracy<br \/>\nHarvest is a period when every pair of hands in the field and every tractor driver behind the wheel of a combine determines whether the crop will be harvested on time. The shortage of machine operators and field workers in Ukraine is already a chronic problem due to mobilization &#8211; and the additional bureaucratic burden in June-July may become critical.<\/p>\n<p>The VAR, in partnership with the international humanitarian organization Mercy Corps, has already held a practical webinar for agricultural producers to help understand the new requirements \u2014 about 800 farm representatives participated. This shows how widespread the confusion among businesses is around the new rules.<\/p>\n<p>For farms, a practical recommendation is to urgently check the criticality status of their enterprise and, if necessary, submit documents for re-confirmation. The reservation extension period is now 24 hours instead of the previous 72 \u2014 this is faster, but requires promptness from the enterprise itself.<\/p>","protected":false},"excerpt":{"rendered":"<p>The harvest is starting.
