The municipal enterprise explained that due to the shallowing of the Dniester River, they do not have time to fill the tanks in time.
This is stated in the publication of Ukrinform.

According to the head of the KP “Khotynteplomerezha” Hryhoriy Borosyuk, problems with stable water intake began about two weeks ago, when the water level in the Dniester dropped almost to critical levels.

“We had only one small pump left at the first lift station. At that time, the tanks were full and people were being supplied with water constantly. But when consumers started using more than we could pump, we realized that shutdowns were inevitable. And last weekend (June 27, – ed.) that’s what happened. We then pumped everything out of our pools. To zero. And stopped the supply. Then we had to refill the tanks to the required level so that pressure would appear and we could supply water all the way to the fifth floor. We were able to do this only on the evening of July 1. A day later, we stopped the supply again. We are waiting for the tanks to be filled,” explained the head of the water utility.

The director of the enterprise admits that he does not know the exact dates when the water supply will be restored. If the level of the Dniester does not start to rise, the water utility will be able to fill the tanks for several days, supply water for a day or two, and then shut off again for several days.

Later, the official page of the Khotynteplomerezha KP on Facebook reported that it was possible to restore water supply to the city.

“We would like to inform you that our specialists managed to do the almost impossible under the current conditions, and the water supply to the city was restored from 24:00. However, the situation remains extremely unstable and unpredictable. Unfortunately, at the moment we cannot predict for what period and for how many hours the accumulated volume of water will be enough. It all depends on how quickly the tanks empty and whether the critical level of the Dniester will allow at least minimal water intake to continue,” the message says.

The company urged consumers to make the necessary supply of water for drinking and household needs for several days, asking them to save water as much as possible and not to use it for watering gardens.

The Prut and Siret River Basin Water Resources Management Authority believes that utility workers and the Khotyn administration should have better prepared for the drop in water levels in the Dniester River to avoid prolonged outages.

“For Khotyn, the design level at which the city’s water supply is stopped is 111 meters of the Baltic system. Today it is 114 meters. That is, if their threshold was cleaned of three-meter silt, there would be water supply. And it is silted up, so at a level of 114 there are already problems. Therefore, now the natural factor has come to the fore. Second, water intakes must be prepared for such situations in advance. Plus, it is clear that it is necessary to have wells, possibly from underground water intakes, to compensate for such situations that may arise,” said the deputy head of the BUVR, Hryhoriy Kikerchuk.

He adds that the city of Khotyn has sent a letter to help resolve the issue at the basin-wide level. They are asking that the reservoir be filled. But the problem is that there is currently low water and a dry period, which has been happening more and more often in recent years. So there is nothing to fill.

In the Basin The management believes that this is primarily due to the small amount of precipitation, as well as the fact that water does not linger in the mountains, there is no gradual flow into the main channel.

“In addition, we have the Dniester Hydroelectric Power Plant, the need for electricity is also urgent. So we have a situation where the reservoir level is very low. Today, the inflow to it is very small, 60 cubic meters per second. From the Nizhny Dniester to the hydroelectric power plant, we must discharge at least 100 cubic meters. This is an environmental norm established by the right to operate. And this discharge is confirmed by the decision of the interdepartmental commission, which meets in Kyiv, to establish the operating modes of the reservoir. “That’s why the situation with the water level in the river is like this now,” the official explains.

Furthermore, everything will depend on the tide. If it is higher, then the level of the Dniester reservoir will increase accordingly. Officials are optimistic about the forecasts of weather forecasters, who expect rain with thunderstorms in the coming days.

In the city of Khotyn, Chernivtsi region, the centralized water supply was turned off twice during the week.
