This is not about mass restrictions for all individual entrepreneurs, but about enhanced financial monitoring of clients whose activities may appear risky.

The new rules are related to the updated memorandum on transparency of the payment services market. It does not change the legislation and does not mean that banks will automatically block accounts after a large payment. The main goal is to unify banks’ approaches to transactions that may resemble the transit of funds, fraud, or the use of an account for a non-real business.

Who may fall under enhanced control

Banks will pay the most attention to three categories of clients:

newly created individual entrepreneurs;

entrepreneurs who have not been active for a long time and then sharply activated the account;

companies and individual entrepreneurs whose transactions have signs of fictitious or transit activities.

Temporary monthly limits on transfers within Ukraine may apply to such clients. Approximately from August 14, 2026, for individual entrepreneurs of the first group, the limit may be up to UAH 600 thousand per month, and for individual entrepreneurs of the second and third groups – up to UAH 3 million.

From November 14, 2026, these amounts may decrease: up to UAH 400 thousand per month for the first group and up to UAH 1 million for the second and third groups.

What should entrepreneurs do

For individual entrepreneurs who conduct transparent activities, pay taxes and can explain the origin of funds, the new rules should not be a problem.

Banks will pay attention not only to the amount of the transfer, but also to the logic of the transactions. Questions may arise if the turnover does not correspond to the business profile, payments are split between different accounts or the entrepreneur cannot confirm the economic content of the transactions.

The best strategy for an individual entrepreneur is to work through an official account, store contracts, acts, invoices and other documents. If the business is growing and requires more turnover, it is better to contact the bank, explain the situation and provide confirmation, rather than trying to bypass the limits through several accounts.

Financial monitoring does not mean automatic blocking, but transparency of operations becomes a key condition for the normal operation of a business account.

In Ukraine, banks are preparing to apply updated limits on transfers for some entrepreneurs.
