This was reported on Monday, August 10, by the NBU press service.

Easing for individuals

The package of easing currency restrictions will make life easier for Ukrainians abroad and expand opportunities for citizens living in Ukraine.

The limit for the purchase of non-cash foreign currency is being increased to UAH 200,000 per calendar month (it was UAH 50,000). At the same time, the list of available transactions within this limit is being expanded: it will be possible to purchase not only currency, but also non-cash banking metals and securities of foreign issuers.

The limit for cash withdrawals for individuals from foreign currency accounts in Ukraine and abroad is being increased to UAH 200,000 per day (it was UAH 100,000).

The NBU is expanding the possibilities for Ukrainians to pay for goods, works and services abroad from hryvnia accounts: the limit is being increased to UAH 200,000 in the equivalent per calendar month (it was UAH 100,000); within this limit, it will be possible to pay not only for goods, works and services, but also for renting housing abroad; the corresponding payments will be possible not only by card, but also by means of transfers from account to account (for example, using the SWIFT system) with the bank’s prior purchase of currency on the client’s behalf.

Along with the possibility of paying for goods, works and services abroad without restrictions with currency cards (with the exception of certain transactions), Ukrainians will be able to make such payments by transfers from a foreign currency account to the recipient’s account, in particular via SWIFT. The limit for such transactions will be UAH 200,000 per calendar month.

The limit of UAH 500,000 per month for paying for accommodation abroad with a currency card will now also apply to housing rental. Within this limit, payment can be made not only by card, but also by transfer from a currency account to the recipient’s account, in particular via SWIFT.

Easing for legal entities

To support business activity, the NBU is raising the limits for cash withdrawals by legal entities:

from hryvnia accounts in Ukraine — up to UAH 200,000 per day instead of UAH 100,000;

from hryvnia corporate cards abroad — up to UAH 140,000 per month instead of UAH 17,500 per week;

from currency accounts in Ukraine and abroad — up to UAH 200,000 per day instead of UAH 100,000.

The NBU is also increasing the limit for paying for goods, works and services abroad with hryvnia corporate cards – from 150 thousand to 400 thousand UAH per month. At the same time, payments abroad with foreign currency corporate cards will continue to be possible without restrictions.

In addition, the NBU is expanding business opportunities within the framework of stimulating currency liberalization in order to attract more capital and strengthen the country’s defense capability.

Along with the current “donation” limit, an “additional” limit is being introduced. It will be formed at the expense of direct charitable contributions of Ukrainian companies to the military units of the Armed Forces of Ukraine and the National Guard, made from August 10, 2026. Such contributions must be confirmed by an audit report of one of the “big four” companies and relevant documents.

The “donation” limit, in turn, is equal to the amount of funds that the company transferred from August 7, 2025 to a special account of the NBU to support the Armed Forces of Ukraine.

In addition, companies will be able to transfer their “investment” and “additional” limits or part of them to other legal entities that are part of the same business group with them. The “investment” limit is equal to the amount of foreign currency attracted from abroad to the authorized capital of the enterprise from May 12, 2025.

The list of available transactions within the framework of stimulating currency liberalization does not change: repatriation of dividends, closing of “old” import contracts, return of advance payments for goods received before the start of the full-scale Russian invasion, return of “old” external loans and financing of foreign representative offices.

The NBU will also enable Ukrainian exporters to pay fines, penalties, bonuses, reimbursement of expenses and losses in favor of non-resident counterparties under contracts for the export of goods. The amount of such transfers per calendar year should not exceed 10% of the total cost of goods supplied to a non-resident under the relevant contracts after February 23, 2021. This change will help increase confidence in Ukrainian exporters.

The NBU is also introducing a number of other changes in the following areas:

repatriation of dividends in the event of a change in the organizational and legal form of a business;
transfer of funds in connection with the return of grants to state foreign grantors and the UN;
purchase of currency by guarantors / sureties for bank loans in foreign currency;
expansion of the list of transactions for which banks are allowed to make settlements under letters of credit / guarantees / counter-guarantees;
transfer of funds to pay registration fees for participation in international events;
transfer of funds by the Innovation Development Fund in cases determined by the Government decision
transfer of funds by the Innovation Development Fund in cases determined by the decision of the Government of Ukraine;
transfer of funds in favor of the US International Development Finance Corporation (DFC) under agreements that provide for coverage of political risks.

Mitigation for the financial sector

The NBU will allow the Motor (Transport) Insurance Bureau of Ukraine to purchase foreign currency to place funds of the centralized reserve fund of insurance guarantees. This is necessary to fulfill obligations under international automobile insurance contracts Green Card and will help reduce the currency risks of the bureau and insurers.

The NBU will allow banks to gradually include, when calculating the currency position, that part of the formed reserves for active operations that is currently not included in the calculation. This is the only change that will come into force not from August 11, but from September 1, 2026, given the need to conduct preparatory work both on the part of the NBU and banks for its implementation.

Banks will be able to return funds attracted to a non-resident as capital instruments in the event of a refusal to include them in the bank’s capital by the NBU.

The easing of currency restrictions was approved by the Resolution of the Board of the National Bank of Ukraine dated August 10, 2026 No. 90 “On Amendments to the Resolution of the Board of the National Bank of Ukraine dated February 24, 2022 No. 18”.

The National Bank of Ukraine is easing currency restrictions for the population, business and the financial sector from August 11: in particular, it is raising limits on the purchase of currency and cash transactions and expanding the possibilities of Ukrainians to make payments abroad.
