The Ministry of Digital Transformation is working on a reform of the lottery market of Ukraine, which involves the abolition of the term “state lottery”. This was reported to Ukrainian Radio by Zoryana Toporetska, head of the direction for policy formation for the sphere of gambling and lotteries at the Ministry of Digital Transformation, Ukrinform reports.<\/p>\n
“Why are we removing the words “state lottery”? Because people associate the state lottery with the fact that it is a lottery organized by the state or state property. The Law on State Lotteries, in fact, has nothing to do with the state. Because lotteries are held by private lottery operators, and the whole essence of state lotteries comes down to the fact that 50% of the collected funds go to the prize fund, and they pay taxes like other business entities,” Toporetska emphasized.<\/p>\n
The representative of the Ministry of Digital Affairs noted that the market cannot have a multitude of lottery operators, as was the case in the 1990s, when there were about 200 different operators and lotteries operating in Ukraine. The general European practice is one or two, maximum three lottery operators operating in the market, who have confirmed their financial capacity, shown the transparency of their structure, the absence of any risks of legalization and laundering of proceeds from crime, and who have shown the financial capacity to operate with such a large amount of funds.<\/p>\n
\u201c\u2026today, the cost of a license for a year is exactly the equivalent of 500 thousand dollars. We took this equivalent as the minimum amount, and then, depending on the auction, whoever pays more will receive the right to conduct lotteries,\u201d Toporetska emphasized.<\/p>\n
According to her, the government bill on reforming the lottery market may reach parliament approximately in September.<\/p>\n
As reported, during the year of operation, the state agency “PlayCity” provided UAH 14 billion in tax revenues from gambling organizers. In addition, the budget received about UAH 2 billion in license revenues from gambling organizers, UAH 72 million in personal revenues, and UAH 74 million in tax revenues from lottery operators.<\/p>","protected":false},"excerpt":{"rendered":"
