Once this provision comes into force, the state expects to generate additional budget revenue—estimated at approximately 10 billion hryvnias. This was stated by Lesia Zaburanna, Deputy Chair of the Parliamentary Committee on Budget, as reported by the press service of the Verkhovna Rada.

According to the Member of Parliament, the ability to collect this specific amount depends on the volume of purchases made, as well as the transparency of reporting by the marketplaces and effective tax administration.

The funds collected are designated for a special state budget fund intended to address the needs of the Armed Forces of Ukraine. Zaburanna noted that the money will be spent exclusively on the security and defense sector. However, parcels intended specifically for the military or the defense-industrial complex will be exempt from this tax.

The legislation provides for a VAT exemption for goods with a defense purpose. The specific implementation mechanism will be developed and proposed separately by the Cabinet of Ministers through secondary legislation. “Specifically, this concerns VAT refunds, provided the buyer submits the necessary proof of purchase for the relevant goods. We anticipate that the administrative procedure for this will be entirely clear and transparent,”
– the MP stated.

The new law will also facilitate the release of the next tranche of international financial support for Ukraine. This is because international partners requested the implementation of these changes to enable Ukraine to increase its own revenue.

As a reminder, the Verkhovna Rada recently passed Bill No. 15460, which eliminates the VAT exemption for international parcels valued at up to 150 euros. Primarily, this will result in higher costs for orders placed with foreign online retailers. The new rules will take effect no earlier than July 2027, introducing an “Import One-Stop Shop” model for VAT administration and integrating electronic databases. These changes will affect purchases made on platforms such as Temu and AliExpress. In effect, the online platforms themselves will be responsible for calculating and remitting the VAT.

Ukrainians will be required to pay a tax on parcels received from international marketplaces.
