It supplements the duty on international parcels, but does not mean the same surcharge for each shipment. This is reported by the Tax and Customs Department of Estonia, explaining the common European rules.

Fee for purchases with Temu and Shein: effective from 1 November 2026

The innovation concerns not only Germany and Chinese platforms. The import of goods to the EU from third countries, in particular China, Great Britain or the USA, is important. For relevant online purchases, two payments must be distinguished:

a duty of 3 euros, which is applied from July to goods items in shipments with a value of up to 150 euros;
processing fee of 2 euros per individual item in the customs declaration.

Therefore, the statement of a fixed €5 for any package is a simplification. If the shipment contains one item to which both payments apply, the amount will be €5. For three such items, it is already 15 euros, excluding other possible taxes. A commodity item is not necessarily equal to one physical item. Several products can be combined in one declaration line according to established customs rules. That is why it is incorrect to calculate the surcharge based only on the number of items in the basket.

The new toll is one of the changes in Germany in November that will affect everyday costs. At the same time, it does not apply to gifts that one private person sends to another.

Payment of the fee for parcels: what to check for the buyer in November 2026

The official clarification does not guarantee that the buyer will not under any circumstances see a separate payment after placing the order. Depending on the seller’s system, the fee may be taken into account at the time of payment for the purchase or charged at the time of import. Therefore, before ordering, it is worth checking the final amount, delivery conditions and information about included taxes and customs payments. The price of the product in the catalog alone is not enough to determine the full cost of the purchase.

The place of departure is also important. If a good is already in free circulation in the EU and it is delivered from a European warehouse to a buyer within the Union, such delivery is not a new import from a third country. However, the seller can include the costs of preliminary importation in the price.

The temporary duty of 3 euros should in the future replace the normal customs tariffs within the framework of the EU reform. The rules of the Union should not be automatically transferred to delivery to Ukraine: the country of destination is important for the buyer, as well as the conditions of other financial transactions, in particular banking services in Germany.

From November 1, 2026, a charge for processing online orders from outside the Union in the amount of 2 euros per item will apply in the EU.
