But the war allowed bureaucrats to cement the old structure,&#8221; said the director of the GMK Center analytical center.<\/p>\n<p>According to him, despite the heroic role of Ukrzaliznytsia in the first months of the invasion, the current management demonstrates insufficient activity in strategic development.
