We have already talked about the government’s draft Law on Amendments to Certain Laws of Ukraine on Supporting Families with Children and Creating Conditions that Facilitate the Combination of Parenthood and Professional Activity (No. 13477 of 07/15/2025). Its appearance greatly stirred up domestic society, and social networks were filled with humorous videos and posts on the topic “we need to give birth in 2026.” However, the euphoria did not last long.
The fact is that according to the website of the Verkhovna Rada of Ukraine, on July 17, literally on the third day after registration, draft law No. 13477 was withdrawn. The fact is that there is a new government in Ukraine, and therefore all draft laws introduced by the previous Cabinet of Ministers and not voted on at least in the first reading must be withdrawn. As Art. 105 of the Law on the Rules of Procedure of the Verkhovna Rada of Ukraine, draft laws introduced by the Cabinet of Ministers of Ukraine are considered withdrawn if, before its adoption in the first reading (as a basis), the powers of the CMU were terminated. A similar fate befell other high-profile draft laws, for example, on the “OLX tax” or the introduction of the Register of Accounts.
However, it is possible that the new Cabinet of Ministers will also try to propose relevant initiatives to the parliament. We continue to monitor the situation and will promptly inform our readers about changes.
