The NBU has identified violations in the work of the Ukrainian Bureau of Credit Histories

The National Bank of Ukraine (NBU) has decided to address the Limited Liability Company “Ukrainian Bureau of Credit Histories” (EDRPOU 33546706) with a written warning to cease the violation and take the necessary measures to eliminate it.

The said decision was made due to the fact that, based on the results of the control over the activities of LLC “UBKI”, the National Bank identified facts of violation by LLC “UBKI” of the requirements of the Law of Ukraine “On the Organization of Formation and Circulation of Credit Histories”.

In particular, LLC “UBKI”:

provided intermediary services in the field of consumer lending, which are not the subject of activity of credit bureaus in accordance with the Law on Circulation of Credit Histories;

did not comply with the requirements of the said Law on Circulation of Credit Histories regarding the prevention of illegal disclosure of information constituting the credit history of individuals;
did not comply with the requirements of the aforementioned Law on Circulation of Credit Histories regarding the obligation to ensure the protection of information constituting the credit history of individuals.

This concerns a violation of:

the requirements of Part Three of Article 11 and Parts One and Three of Article 12 of the Law on Circulation of Credit Histories in terms of illegal disclosure of information constituting the credit history of individuals;
the requirements of Part One of Article 12 of the Law on Circulation of Credit Histories in terms of failure to ensure the protection of information constituting the credit history of individuals;
the requirements of Part One of Article 15 of the Law on Circulation of Credit Histories in terms of carrying out activities that are not the subject of the activities of the credit history bureau.

The Committee on Supervision and Regulation of the Activities of Non-Banking Financial Services Markets adopted this decision on July 28, 2025.
