The Verkhovna Rada will consider the draft law on the State Budget of Ukraine for 2026 in the second reading and as a whole on December 2.
This was announced on TV by the head of the Verkhovna Rada Committee on Budget, Roksolana Pidlasa.
“It would be ideal to do this (adopt the state budget for 2026 – ed.) on December 1, on Monday, but the schedule of plenary sessions of the Verkhovna Rada provides for a plenary day on December 2. This is the next plenary week, in which we planned to meet, that is, it will not be some kind of extraordinary session. The vote on the budget was postponed to this day, because we are still continuing consultations on two key topics,” Pidlasa said.
According to her, the two key topics are the reform of teachers’ salaries in secondary schools and the issue of directing 4% of the personal income tax. Namely, the issue of where they should be credited – to the state budget or to local budgets is being discussed.
Regarding teacher pay, Pidlasa said: “The Education Committee does not just want to increase teachers’ salaries by 30%, starting from January 1st, and then by 20% starting from September 1st, but also to increase the number of hours (…) by one teacher’s salary and reduce the number of unfilled teacher vacancies, which will make it possible to raise teachers’ salaries to three minimum salaries.”
However, she said, education unions do not support this proposal. “Therefore, time is needed to figure out how best and most acceptable it is for teachers themselves to do this,” Pidlasa noted.
