“Business has been sounding the alarm for years”: The International Anti-Corruption Assembly appealed to the authorities due to the facts of systemic corruption in the State Labor Service

The International Anti-Corruption Assembly recently summed up its activities in 2025. The organization celebrated its tenth anniversary, received international recognition and continued charitable work in times of war.

The mission of the Assembly is to fight corruption as the main enemy of a successful state, based on international experience. This, in particular, involves control and interaction with law enforcement agencies and the judicial system, aimed at compliance with anti-corruption legislation, as well as the creation of an unfavorable public field for corrupt acts.

Within the framework of these tasks, on June 5, 2025, the organization sent an “Appeal on Violation of Legislative Requirements on the Issuance of Permitting Documents and Other Issues” to the Office of the President, the Cabinet of Ministers, the Verkhovna Rada, the Prosecutor General’s Office, the State Bureau of Investigation, the Ministry of Social Policy and the State Regulatory Service of Ukraine.

The document analyzes numerous cases where interregional departments of the State Labor Service refused to issue documents of a permitting nature based on the conclusions of the examination of the state of labor protection and industrial safety.

The appeal notes that “criminal actions of officials of territorial bodies of the State Labor Service in relation to business entities destroy trust in state institutions and actually lead to the decline of the national economy, because among the enterprises whose activities are hindered by the aforementioned officials, there are those that are critically important for the country.”

The appeal of the International Anti-Corruption Assembly provides a detailed analysis of numerous cases where interregional departments of the State Labor Service refused to issue documents of a permitting nature based on the conclusions of the examination of the state of labor protection and industrial safety.

According to the organization, such actions of officials create real obstacles to the legitimate activities of business entities, including enterprises that are critically important for the national economy. Refusal to issue documents undermines public trust in state institutions and actually slows down business development, blocking the work of enterprises that provide vital processes and services.

The appeal emphasizes that control and interaction between state bodies, the judiciary and law enforcement agencies should be aimed at compliance with and implementation of anti-corruption legislation. The Assembly emphasizes that creating an unfavorable public environment for corrupt acts and preventing abuses by officials is the main condition for the effective work of state institutions and economic development.

We recall that the head of the Western Interregional Department of the State Labor Service, Oksana Yezerska, who is suspected of receiving illegal benefits, was temporarily removed from her post by a court decision. At the same time, the scale of the problem is much more serious than the activities of one official, and the question arises: could such abuses have gone unnoticed by the central leadership of the State Labor Service? And will there be an appropriate response from competent structures and individuals?
