In 2026, Ukraine plans to index pensions by 12.1%, but this increase will not affect all pensioners. For some citizens, the indexation coefficient will be significantly lower depending on the year of retirement. In accordance with the Resolution of the Cabinet of Ministers of Ukraine dated February 25, 2026 No. 236 “On the Indexation of Pension and Insurance Payments and Additional Measures to Increase the Level of Social Protection of the Most Vulnerable Population in 2026”, the full indexation coefficient of 1.121 will be applied only to the basic amount of pensions assigned until 2020. At the same time, allowances and other additional payments are not taken into account in the calculation.
For pensioners who retired in 2021–2025, the government has introduced lower increase coefficients. This is done in order to gradually reduce the difference between the “old” and “new” pensions.
In particular, the indexation for different years of pension assignment will look like this:
6.1% – for pensions assigned in 2021-2022;
4.8% – for pensions assigned in 2023;
3.6% – for pensions assigned in 2024;
2.4% – for pensions assigned in 2025.
Thus, the later a person retires, the lower the percentage of indexation of their payments will be. The government has also set the limits for the increase after recalculation. The minimum allowance will be 100 hryvnias, and the maximum – 2,595 hryvnias.
