NABU continues to order forensic examinations from related persons, despite the revealed conflict of interests. NAZK refrains from checking these facts, and the creation of NABU’s own expert institution is cause for concern.Despite the determination of the conflict of interests, NABU detectives continue to order forensic examinations from their colleagues and acquaintances, one of them is Expert Group “ES AND DI” LLC. NABU ordered another tender from them in June, UNN reports.
The conflict of interests is connected with the fact that the senior detective Victor Yarema orders the forensic examinations, and the daughter of his former colleague from the Rivne Prosecutor’s Office, for whom the LLC “ES AND DI” was registered, performs them. Moreover, the orders are regular. NASK, in turn, refrains from checking recorded conflicts of interest and “turns a blind eye” to such investigations by NABU detectives.
Let’s add
Manipulations with examinations are commonplace for NABU, which plays against the detectives themselves. For example, examinations in the cases of “Rotterdam+” and former Minister of Infrastructure Volodymyr Omelyan. As lawyer Iryna Odinets stated, NABU lost in court, because during the investigation detectives in the specified cases “painted” forensic examinations in friendly private offices, and then unsuccessfully tried to confirm their accusations with them. Volodymyr Omelyan himself also noted that detectives involved “dubious experts” during the investigation of the case against him.
In addition, NABU recently tried to leak an expert report on the case against ex-minister of agricultural policy Mykola Solsky, which they themselves ordered and which, apparently, was supposed to testify to Solsky’s innocence.
Taking into account the repeated facts of such manipulations, the idea of NABU head Semen Krivonos to create his own expert institution for the bureau looks extremely alarming. In such a case, there may be many times more “painted” examinations, and therefore NABU investigations may turn into engaged persecutions like the mass political terror of the Soviet NKVD.
This was also emphasized by foreign experts who conducted an audit of NABU activities. The auditors believe that the creation of a criminal institution under the anti-corruption bureau will not resolve the issue of objectivity of examinations in criminal proceedings investigated by detectives.
