From March 1, 2025, testing of the electronic system for traceability of excisable goods will begin in Ukraine, which involves labeling alcoholic beverages, tobacco products, and liquids for electronic cigarettes with electronic excise stamps. This was reported by the press service of the State Tax Service.
“From March 1 to December 31, 2025, testing of the software of the Electronic System for Circulation of Alcoholic Beverages, Tobacco Products, and Liquids Used in Electronic Cigarettes will continue,” the message says.
It is noted that products must be labeled with paper excise stamps. Additionally, graphic elements of electronic stamps may be applied, but so as not to overlap the QR code, barcode, and other details of the paper stamp. The new electronic system will allow generating serial numbers of stamps, forming unique identifiers, activating and deactivating electronic stamps, and also tracking the movement of labeled products.
The tax office noted that before the introduction of electronic excise tax stamps, enterprises must mark products with paper stamps in accordance with the Resolution of the Cabinet of Ministers of Ukraine No. 1251, which regulates the method of affixing stamps and their mandatory details.
The State Tax Administration reminded that from January 1, 2026, control over the movement of manufactured or imported goods (alcoholic beverages, tobacco products and liquids used in electronic cigarettes) will be carried out using electronic excise tax stamps. This is provided for by the Law of Ukraine No. 3173-IX of June 29, 2023.
