Gas in Ukraine is getting cheaper for the second month in a row: how much does fuel cost?

Gas prices are gradually falling on the European market. In Ukraine, gas is becoming cheaper for the second month in a row. This is reported by RBC-Ukraine, citing data from the Ministry of Economy. According to the ministry, the actual selling price of gas in Ukraine in May 2025 fell by 3.9% to 15,507 hryvnias per 1,000 cubic meters excluding VAT.

However, gas is more expensive than in May last year (12,460 hryvnias).

Gas prices in Europe today are at $430 per thousand cubic meters (17,800 hryvnias). The cost of gas in Europe has fallen by 35% since the beginning of the year.

Gas purchases

The Russian Federation’s attacks have caused the destruction of gas infrastructure, which has already led to a reduction in gas production.

According to the NBU’s expectations, production will gradually recover, but it will not be enough to fully cover the domestic needs of the economy – both industry and housing and utilities and households. The cost of importing gas, according to the NBU, will amount to $2.9 billion.

According to the memorandum with the IMF, by 2025 Ukraine plans to import up to 4 billion cubic meters of gas for domestic consumption.

Gas prices for the population

A moratorium on increasing gas prices for the population is in effect in Ukraine. In fact, the entire volume is sold to households by the state-owned Naftogaz of Ukraine at a price of 7.96 thousand hryvnias per 1 thousand cubic meters (including VAT, but excluding delivery).

In a letter of intent to the IMF leadership, the Ukrainian authorities allow a gradual increase in utility tariffs for the population during the war. Tariffs will increase as soon as “conditions allow”. Tariffs will also increase in the post-war period.
