The Cabinet of Ministers has expanded the list of sectors participating in the pilot project for the construction and protection of critical infrastructure facilities. It now includes not only the fuel and energy sector, but also the railway transport, postal sector and life support systems. This is reported by RBC-Ukraine with reference to the resolution of October 18, 2025 No. 1315.
Expansion of the list of critical sectors
The changes supplement the previous document adopted in February 2025. Now the pilot project covers railway transport facilities, the postal sector, water and heat supply, as well as other life support systems. This concerns construction, reconstruction, overhaul and technical measures to protect such facilities.
Who is responsible for implementation
Ukrzaliznytsia, the Restoration Agency, regional and Kyiv city military administrations will participate in the project. They will be authorized to act as customers of works and report on the use of budget funds. The project will be financed from the state and local budgets, including from the reserve fund, as well as from other sources not prohibited by law.
How will the financing be carried out
The Ministry of Development must approve the list of objects to be restored or protected within five working days after receiving the documents. This list will include objects that require urgent strengthening, installation of generators, battery stations and other technical solutions for stable operation. Infrastructure operators will also be able to delegate the functions of customers to state-owned enterprises or local administrations.
Why is this needed
Government officials explain that the purpose of the changes is to increase the resilience of critical infrastructure in wartime. These are objects without which the normal life of citizens is impossible – transport, energy, communications, mail, water and heat. The new rules allow for faster decision-making on funding the protection of such facilities and simplify interaction between government agencies.
Russian attacks
In the fall of 2025, Russia changed the tactics of attacks on Ukraine’s energy sector. The Russians are attacking specific facilities with a large number of drones and missiles. Deputy Minister of Energy of Ukraine Mykola Kolisnyk reported that Russia has begun attacking specific gas transmission facilities that supply cities.
