Testing of eExcise has been extended until October 12, 2026, and the system is planned to be launched on November 1 of the same year. This was reported by the Ministry of Digital Transformation of Ukraine
The Parliament has extended the testing period of the eExcise system until mid-October 2026. The Ministry of Digital Transformation notes that the additional time will allow businesses to smoothly transition from paper excise stamps to electronic ones. Testing will last until October 12, 2026. From this day on, companies will be able to begin pre-registration to prepare for a full launch. During this period, companies will be able to configure their own software – production, cash or warehouse, train employees and test all processes in real conditions.
What is eExcise
The eExcise system should track each unit of tobacco and alcohol products from production or border to sale to the end consumer. Instead of paper stamps, electronic ones with unique codes will be used. According to the Ministry of Digital Affairs, the illegal circulation of tobacco and alcohol causes losses to the Ukrainian budget of approximately UAH 30 billion annually. In the EU, a similar system, Tobacco Track & Trace, has reduced the volume of illegal tobacco by 20%.
Let us recall that the eExcise system was to be fully operational from January 1, 2026.
