The updated State Building Codes “Planning and Development of Territories” introduce restrictions for buildings with a height of 16 floors and above, and clarify civil protection requirements. The changes will affect the economics of plots, the configuration of residential complexes, and the approach to planning adjacent territories. New rules for 16-storey and higher buildings
One of the key changes was the separate regulation of building density for super-tall buildings.
The current version of the state building codes stipulates that the maximum building area for buildings with a height of 16 floors and above is 25% of the plot area.
In the previous version (2019), the same limit — 30% — applied to all buildings with 11 floors or more. Now, high-rise and ultra-high-rise buildings have received a separate, much stricter norm. Experts note that this may adjust the economic models of plots and encourage developers to switch to medium-rise projects.
Civil protection requirements clarified
The changes also concern civil protection of the population. In particular, approaches to the design of shelters and dual-purpose structures are clarified, and requirements for evacuation routes are also detailed.
Architects note that this changes the logic of designing inter-block spaces: courtyards, driveways, passages and gaps between sections must now be calculated not only according to urban planning rules, but also in accordance with civil protection requirements.
It is predicted that the new norms may affect the structure of future development projects. Super-tall developments will become less economically viable, while a focus on mid-rise complexes may receive additional incentive. At the same time, refined civil protection standards should increase the safety and quality of new developments.
