Reservations are no longer a guarantee: new mobilization rules force Ukrainians to prepare for service

On February 28, a large-scale process of canceling the reservation of employees of critical enterprises will begin in Ukraine. Thousands of companies will be forced to re-confirm their status, and those who do not do this will lose the opportunity to save their employees from mobilization. Lawyer Ruslan Tkachenko spoke about how the authorities outplayed enterprises and thereby improved the mobilization process.

According to the lawyer, last year a large number of enterprises received the status of critical, which allowed them to reserve their employees. However, this mechanism began to be used for other purposes – some companies issued reservations even for those employees who did not actually perform critical functions.

To correct the situation, the government decided to conduct an audit of such enterprises. As a result, many companies will lose their status, and with it the opportunity to reserve employees.

According to the lawyer, the government deliberately simplified the procedure for obtaining critical status in order to collect more data on men liable for military service.

“It is already clear that more than 70% of enterprises will lose their status of critical. This means that their employees will lose their reservation and become ‘ideal candidates’ for mobilization. Why them? Because these people are already registered with the TCC, have passed the VLK and left all their data in the system. That is, from the point of view of mobilization, they are ideal conscripts,” explains Ruslan Tkachenko.

According to the expert, individuals who have previously passed the VLK and were found suitable may be held criminally liable in case of evasion of mobilization. Now previously reserved employees can be mobilized, since their data is already in the system.

“Thus, the processes that began a year ago are now being completed – and those who previously received a reservation without real need may join the ranks of the Armed Forces of Ukraine in the near future,” the lawyer concluded.
