Ukraine’s national debt reached $166.1 billion in 2024

Debt in hryvnias increased by 26%, in foreign currency equivalent – ​​by 14%. The volume of public debt continues to grow. According to the results of 2024, public and state-guaranteed debt amounted to 6.98 trillion UAH, or $166.1 billion. Compared to 2023, public debt in hryvnia equivalent increased by more than 26%, in foreign currency – by 14%. This is stated in the Mind material.

In particular, the duration of public debt repayment has doubled: from 2021 to 2024 – from 6.3 years to 12.3 years. The ratio of public debt to GDP in 2024 was 87.9%.

Mind analysts predict that the situation in 2025 may worsen – public debt will exceed 100% of GDP, as Ukraine will continue to actively attract external financing. The plan includes at least $38 billion.

The National Revenue Strategy envisages that domestic sources of financing the state budget should eventually replace funds from foreign partners. However, government bonds and tax revenues cover only about 50% of all state budget expenditures. This means that the authorities will again “look for money in taxpayers’ pockets or even resort to issuing hryvnia.”
