The “minimum wage” will increase by approximately 700 hryvnias each year.
In the next three years, Ukraine is expected to increase the minimum wage and the subsistence minimum annually.
This is stated in the Budget Declaration for 2026-2028, approved by the government.
Thus, the minimum wage according to the government plan will be:
from January 1, 2026 – 8,688 hryvnias;
from January 1, 2027 – 9,374 hryvnias;
from January 1, 2028 – 10,059 hryvnias.
It is noted that in 2026-2028, the projected subsistence minimum was calculated taking into account the main macro indicators of economic and social development of Ukraine, in particular, taking into account the increase in inflation rates for the corresponding year.
The subsistence minimum for able-bodied persons should be:
3,288 UAH in 2026;
3,482 UAH in 2027;
3,667 UAH in 2028.
Budget Declaration 2026-2028 – main news
The Cabinet of Ministers approved the budget declaration for 2026-28, which provides for two scenarios for the development of events and contains general revenue indicators and maximum indicators of state budget expenditures.
The base scenario in the declaration provides for a ceasefire from 2026, under such conditions, state budget expenditures for security and defense are determined: for 2026 – 1.817 trillion UAH; 2027 – 1.439 trillion UAH; 2028 – 1.384 trillion UAH.
In an alternative scenario, intense hostilities will continue next year, in which case the amount of spending in the security and defense sector for 2026 should be restored to the level of 2025.
