The Ukrainian government plans to replace all existing types of social assistance with one type. Basic social assistance will be paid starting next year.
This was stated by the Minister of Social Policy Oksana Zholnovych, RBC-Ukraine reports, citing her statement during the broadcast from the Central Economic and Social Council.
Zholnovych noted that a pilot of “absolutely automatic assistance” – basic social assistance – has already been launched in Ukraine.
“I think we will test how it works. And starting next year, we will combine these assistance. We will make all types of assistance single, understandable, simple, but quite high,” she said.
Basic social assistance
The Cabinet of Ministers approved the implementation of a pilot project of basic social assistance. The size of the base amount for calculating assistance will be 4,500 hryvnias.
The project involves two stages:
from July 1, 2025 – citizens who already have one of the following state benefits will begin to receive basic social assistance:
- low-income families,
- single mothers,
- large families,
- children whose parents evade alimony or whose whereabouts are unknown;
from October 1, 2025 – the circle of participants will expand to other families or individuals who meet the criteria specified in the resolution.
