Preferential mortgage from the state: for whom will “eOselya” become more accessible?

The government is expanding the capabilities of the e-Housing program. New benefits have been provided for certain categories of Ukrainians: the state will cover up to 70% of the first mortgage payment, partially compensate for monthly payments, and even provide additional bonuses. Who exactly will be able to take advantage of these benefits and when they will become available — the Center for Public Monitoring and Control has learned.

What the state offers

Prime Minister of Ukraine Yulia Svyrydenko announced the state’s large-scale plans to facilitate mortgage payments for certain categories of Ukrainians. According to her, the benefits will apply to internally displaced persons and residents of frontline areas.

As stated in the resolution of the Cabinet of Ministers of Ukraine, the state offers to compensate these categories of citizens for 70% of the first payment (but not more than 30% of the cost of housing). And also — to pay 70% of the monthly loan payment in the first year. The state even provides a bonus — 40 thousand hryvnias to compensate for all necessary associated costs. These are commissions, fees and insurance payments (except for state duty).

This program should start working from September 10, 2025.

How to make payments

You can apply for a mortgage in “eOsel” through the “Diya” application. You should wait for a decision from the partner bank. Then, submit a free-form application for compensation to the bank. The Pension Fund is responsible for checking whether a person falls under the program. When payments are assigned, they will be credited to the recipient’s account.

For internally displaced persons, the state has several requirements for housing for which a loan can be taken. In particular, in Kyiv and regional centers, the age of the dwelling cannot exceed 10 years. In other cities, it is 20 years.

There are slightly different requirements for housing chosen by residents of frontline territories. The age of an apartment or house for which a loan can be taken in frontline territories must not exceed 10 years. When buying outside such territories – no more than 3 years.

Another requirement concerns the cost of housing. It should not exceed 2 million hryvnias. Government officials reminded that while receiving assistance to repay the loan, a person cannot use other programs for IDPs. In particular, housing assistance or housing rental subsidies.

Regional support for “e-Shelter”

Funds for benefits will be taken from the state budget, and money from international aid, donor funds and payments from local budgets can also be attracted. The Ministry of Social Policy explained how the process can take place in the regions: “The community to which IDPs have moved and which is interested in retaining specialists may, if desired, co-finance another part of the loan that the person must pay.”

Preferential programs for military personnel, veterans, people with disabilities, IDPs, as well as doctors, scientists and teachers operate in several regions. In particular, Transcarpathian, Chernivtsi, Odesa, Lviv, Kharkiv, Sumy and Poltava. You can learn more about the terms of the benefits on the Ukrfinzhytlo website.

General mortgage terms

The state program “eOselya” has been in effect since 2022. It offers preferential terms to certain categories of Ukrainians. In particular, to military personnel of the Armed Forces of Ukraine, veterans, employees of state bodies, teachers, doctors and scientists. In addition, citizens who do not own housing can take advantage of the state mortgage at 7-10%. Or have a home less than 52.5 m² (+ 21 m² for each additional family member).

Over the entire period of the program, more than 18,600 Ukrainians have used it. Every fourth participant in the program is a veteran. Internally displaced persons among those who are loaned — 12.5%.
