Privatization in Ukraine: how much money went to the budget in the first eight months of 2025

As of August 31, 2025, the state budget of the country has already received UAH 1.21 billion from privatization and related revenues. Thus, the State Property Fund of Ukraine (SPF) has fulfilled a significant part of the plan, set at UAH 3.2 billion. Delo.ua reports this with reference to data from the Verkhovna Rada Committee on Economic Development. Currently, 21 large-scale privatization objects and 1,286 small-scale privatization objects have been prepared for privatization.

In addition to privatization, an important source of income is the lease of state property. The planned figure for lease revenues is UAH 1 billion. Since the beginning of the year, the SPFU has already secured revenues of UAH 656.7 million from the lease of state property, of which: UAH 653.9 million from the lease for the use of state property and UAH 2.8 million from registration and guarantee fees paid by participants in lease auctions in the process of transferring state property for lease.

Despite the war, the process of managing state property continues, and revenues from privatization and lease are an important source of funding for the country’s budget.

Large-scale privatization in Ukraine

It is worth noting that in the first half of 2025, out of the three planned large-scale privatization objects, only one was sold – State Joint-Stock Company “Construction Company “Ukrbud” for UAH 805 million. However, the funds from the transaction were never received by the state budget.

On June 18, an auction was held to privatize 100% of Ukrbud’s shares in the electronic trading system “Prozorro.Sales”. Five companies participated in it. The winner was LLC “Petro Oil and Chemicals”.

Later, the company “Petro Oil and Chemicals”, owned by Georgian citizen David Bezhuashvili, was denied the right to acquire Ukrbud. The State Property Fund did this on the basis of a memorandum of the Department of Economic Security and Risk Management dated June 27, 2025.

The company includes more than 10 subsidiaries, including design institutes and educational and course complexes. In 2010-2016, the corporation was headed by Maksym Mykytas.
