Electricity tariffs from December 1 – how much will Ukrainians pay

Paying utility bills is an important part of the monthly expenses of any Ukrainian family. With the approach of cold weather, more and more citizens are thinking about how much they will have to pay for electricity this winter. The editorial staff of the Novini.LIVE website tells how much Ukrainians will pay for electricity from December 1, 2025 and for whom the authorities have provided discounts.

Electricity tariffs for the population from December 1

The Cabinet of Ministers of Ukraine has decided to extend the Regulation on Special Obligations (PSO) in the electricity market until April 30, 2026. This means that electricity tariffs for the population will not change throughout the heating season.

Prime Minister of Ukraine Yulia Svyrydenko said that the extension of the PSO is part of the state program to support citizens during the winter period. Its goal is to reduce financial pressure on families and ensure stable energy supply throughout the country. According to the government’s decision, the current tariff in December – 4.32 UAH per 1 kWh – will remain unchanged.

Who will be able to pay less

Preferential conditions have also been preserved for consumers who use electricity for heating their homes. The Yasno website states that for such households the tariff will be as follows:

up to 2000 kWh per month, a reduced price will apply – 2.64 UAH per 1 kWh;

if consumption exceeds this limit, the tariff will be the standard 4.32 UAH per kWh.

For consumers who have two-zone meters, a reduced tariff will apply at night (from 23:00 to 07:00) – 2.16 UAH per 1 kWh. Owners of three-zone meters will pay at the following rates:

base – 4.32 UAH/kWh;
during peak hours — 6.48 UAH/kWh;
during periods of minimum consumption — 1.73 UAH/kWh.

For households that heat their homes with electricity, even lower tariffs are provided:

when consuming up to 2,000 kWh per month — 2.64 UAH during the day and 1.32 UAH at night;
when exceeding this limit — 4.32 UAH during the day and 2.16 UAH at night.

Who will receive compensation for electricity and what is its amount

In addition, the government has decided to partially compensate for the cost of electricity for citizens living in high-risk areas. The Ministry of Social Policy, Family and Unity of Ukraine explained that the amount of compensation will depend on the number of family members:

one person will be able to receive compensation for 100 kWh (about 432 UAH per month);
a family of several people – up to 300 kWh, that is, approximately 1,296 UAH per month.

Assistance will be provided to people who have benefits or subsidies and actually live in areas of active or possible hostilities.

We previously wrote that the night tariff for electricity in Ukraine was introduced in 2015 to stimulate electricity consumption during hours of minimal load on the network. This also allows Ukrainians to significantly save on electricity bills.

We also said that during the heating season, natural gas remains especially important, with which most Ukrainians heat their homes. That is why consumers are concerned about the possible increase in tariffs for natural gas this winter.
