Tender without rivals: UDO purchased special vehicles for a record amount

The State Security Department of Ukraine (SSD), subordinate to the president, has purchased a batch of specialized vehicles worth over 52 million hryvnias. This is stated in the procurement system, Kommersant Ukrainsky reports. The purchase, carried out through the Prozorro system, raised questions about pricing and competition, as only one supplier took part in the tender.

High price and maximum equipment

According to the contract, the SSD will receive 15 all-wheel drive specialized vehicles SKS-VWCV-PS, built on the basis of the Volkswagen T7 Caravelle 2025. The cost of one car is 3.47 million hryvnias. The cars are equipped with a wide range of safety and comfort functions: pedestrian recognition systems, driver fatigue control, three-zone climate control, parking sensors and a rearview camera. The equipment also includes protective equipment, tinting, winter tires, first aid kits and a set of specialized equipment – in particular, flashing beacons and a loudspeaker. Technical parameters indicate that UDO purchased the most expensive version of the Caravelle, the Premium Long 4Motion. In September, such cars cost from UAH 2.74 million to UAH 2.79 million on the market without additional special equipment.

Lack of competition

The supplier was Kyiv-based Avtomobilny Dim Atlant LLC, an official Volkswagen dealer. No other company applied for open bidding, so the contract went to the only participant. The company belongs to the Cypriot Khoyru Holdings Limited, the beneficiary of which is a citizen of Kazakhstan, Pavel Nemitov. Until 2022, the company operated under the name Atlant-M, and even before that, its co-owner was Russian Sergey Savitsky.

Second large order in two days

This purchase was not the first for UDO in recent times. The day before, on November 27, the department ordered SUVs from Grand Motor LLC for UAH 8.82 million. Purchases of special vehicles for the UDO are traditionally not publicly detailed for security reasons. However, the lack of competition and the purchase of cars in the highest configuration at prices exceeding market prices may become the subject of attention of anti-corruption organizations and parliamentary control structures.
