Ukrnafta supplies the army with diesel fuel from Russian oil

Since 2024, Ukrnafta has been purchasing diesel fuel made from Russian oil and transferring it to law enforcement agencies using state budget funds. The procurement scheme remains unchanged, despite changes in the company’s management.

Purchasing diesel fuel from Russian raw materials

According to expert Mykhailo Shnaider, Ukrnafta continues to purchase diesel fuel made from Russian oil. The raw material is supplied via the Druzhba pipeline to plants in Hungary and Slovakia, and then through the intermediary ENERGO TRADE JSC, it reaches Ukrainian law enforcement agencies. In January-February 2026, the volume of diesel fuel purchases from this intermediary exceeded UAH 1 billion. The supply is carried out using state budget funds.

Personnel rotations and the reaction of law enforcement officers

Observer Shnaider notes that the changes in the management of Ukrnafta and Naftogaz do not affect the operation of the scheme. Key positions in the companies are occupied by Shurma’s appointees. Law enforcement officers have already blocked a parallel scheme for supplying diesel through India’s Reliance Industries. However, the main scheme through Hungary and Slovakia continues to operate.

Context

According to Schneider, NABU is aware of the scheme, but has not yet taken public action. Purchases of fuel from Russian oil for the army continue, despite the public outcry.
