The Metropolitan did not recover money from the company that built the metro on Vynohradar

The Kyiv City Commercial Court did not satisfy the claim of the Kyiv Metro Commune to recover UAH 1.6 million from Kyivmetrobud JSC.

In 2018, the metro ordered the company to build a section of the Syrets-Pechersk metro line from the Syrets station to the Vynohradar estate from the electric depot in the Podilskyi district for UAH 5.98 billion.

As a reminder, Kyiv Metro concluded an agreement to continue construction work on the Syrets-Pechersk metro line in the direction of the Vynohradar residential estate. The winner of the tender was LLC “Group of Companies “Avtostrada”. Earlier it became known that the KP “Kyiv Metro” terminated the contract with “Kyivmetrobud” for the construction of a new metro branch to Vynohradar due to the failure of the construction deadlines.

It was about the section from the station “Syrets” to the station “Prospekt Pravdy” with two stations (“Mostytska” and “Prospekt Pravdy”) and the section of the fork branch towards the station “Vynohradar” (I stage of construction). The customer transferred UAH 2.58 billion in advance to the company. However, “Kyivmetrobud” used part of it (UAH 1.7 billion) not for its intended purpose, placing the money on deposit in “Ukrgasbank”, receiving UAH 139 million in unjustified income (interest on the deposit), part of which (UAH 1.6 million) “Kyiv Metro” requested to recover from the enterprise. At the same time, the court indicated that according to the court decision of 2024, UAH 139 million of unjustly acquired funds have already been recovered from Kyivmetrobud. The Metro actually requested to re-collect money from the company that had already been recovered in another case, which is expressly prohibited by law.

It should be noted that in 2019, the construction of the Vynohradar metro began. Initially, two new stations were planned to open in December 2021. As of today, none of them have been completed.

Reference. Currently, the right-hand tunnel has been built at the Vynohradar metro construction site, with a length of almost 1,250 meters – from the Mostytska station to the Syrets station. In addition, the construction of the main structures of the ventilation unit has been completed. Also, the enclosing structures have been partially equipped using the “wall in the soil” method, and the foundation pit has been secured with metal structures. The main structures of the combined traction substation have been built, partially built double-decker tunnels and more.
