The government plans to begin construction of new power units at the Khmelnytskyi NPP next year

The Cabinet of Ministers of Ukraine has announced plans for the development of nuclear energy. According to the draft Government Action Plan presented in Kyiv, construction of the third and fourth power units of the Khmelnytskyi nuclear power plant is to begin by the end of 2026.

According to the document, by October 31, 2025, the government plans to adjust the feasibility study for the construction, and by December 31, 2025, to develop and submit to the Verkhovna Rada a draft law on the placement, design and construction of power units.

In addition, among the government’s priorities is the creation of its own nuclear fuel production. It is planned to build a special nuclear facility for the production of fuel assemblies used in reactors.

This step is of strategic importance for the country’s energy security: it will reduce dependence on nuclear fuel imports. As is known, Ukraine, having significant uranium deposits, has long purchased fuel from the Russian Rosatom, and in recent years has switched to cooperation with the American company Westinghouse.
