The Cabinet of Ministers has approved a draft intergovernmental agreement with Poland on the activities of Bank Gospodarstwa Krajowego in Ukraine. The relevant decision was made at a meeting on Monday, September 15. This was reported by the government representative in the Verkhovna Rada, Taras Melnychuk, on Telegram. “The draft Agreement between the Government of Ukraine and the Government of the Republic of Poland on the activities of Bank Gospodarstwa Krajowego in Ukraine has been approved,” the post says.
The agreement provides that Bank Gospodarstwa Krajowego will be able to carry out its activities on the territory of Ukraine, in particular, to provide the Ukrainian government, state and private institutions and organizations with financial and technical assistance in the form of loans or other financial instruments, such as:
export support;
grants;
guarantees for the implementation of projects for the recovery and development of Ukraine.
These projects will be identified in cooperation between the Government of Ukraine, the Government of Poland and the bank.
What is known about BGK Bank
According to Forbes, Bank Gospodarstwa Krajowego (BGK) is a national development bank of Poland, which plays a strategic role in the country’s financial system. In its activities, it closely cooperates with the Polish government, the European Union and leading international financial institutions, in particular the European Investment Bank (EIB).
The bank’s main focus is on investing in infrastructure projects, housing construction, energy, the transport sector and the development of Poland’s export potential.
BGK administers a number of investment funds, offers businesses credit programs and guarantee instruments, and also actively supports small and medium-sized businesses through EU financing mechanisms. At the same time, the institution is engaged in international investments, including export financing and providing Polish companies with guarantees when entering foreign markets.
A separate area of activity is partnership with Ukraine. In February 2025, BGK opened its representative office in Kyiv to establish cooperation with Polish economic structures, such as the Polish Investment and Trade Agency, as well as with Ukrainian institutions and businesses.
