In Ukraine, there is a threat of stopping the implementation of new green energy projects due to the problem of the impossibility of changing the intended purpose of land plots where such projects were planned to be built. This is reported by RBC-Ukraine.
“It is impossible to change the intended purpose of land plots as of today, which, in turn, jeopardizes the development of new RES projects,” investors say.
The associations explained that the bill No. 12283 voted in the first reading in parliament needs to be finalized to solve the problem for new green energy projects.
“The bill has been submitted for the second reading with norms that allow changing the intended purpose of land plots based on detailed territory plans (DPT). But only if these plans are developed on the basis of district or oblast territorial planning schemes,” investors add.
At the same time, the industry calls for amendments to some provisions of the draft law to allow the development of DPT taking into account planning schemes (if any), and not necessarily on their basis.
Investors note that the finalization of the draft law will unlock the possibility of changing the purpose of land plots and launching new RES projects. And this, in turn, will make it possible to build 4-6 GW of new “green” capacities in the next three years.
As a reminder, the Ukrainian Solar Energy Association reported that the construction of solar power plants in Ukraine has accelerated since mid-2024 due to the fact that the state has canceled customs duties and VAT payments for investors on equipment imports.
