One-year moratorium on business inspections and reconstruction project: Svyrydenko announced her government’s decision

Prime Minister of Ukraine Yulia Svyrydenko announced the introduction of a one-year moratorium on business inspections, the launch of grants for the production of ammunition and explosives, as well as a pilot project for reconstruction.

Moratorium on business inspections

Svyrydenko said that the government, together with law enforcement agencies and under the coordination of the National Security and Defense Council, is preparing a decision that will give business more freedom.

“A one-year moratorium on inspections is planned. This issue has already been discussed with President Volodymyr Zelensky – his instructions are clear: to give more freedom to domestic economic forces. This also means continuing to de-shadow the economy, ensuring equal conditions that are beneficial to white business,” the Prime Minister emphasized.

According to her, an audit of criminal cases against business has already begun. “The priority is to close groundless proceedings that block business activity. New cases will be authorized only by the Prosecutor General or heads of regional and district levels,” Svyridenko noted.

In parallel, according to her, tax and customs inspections will be limited.

“We will also strengthen control over the legality of investigative actions. Inspections will be carried out only in high-risk sectors, and bona fide enterprises will receive protection. We are ready to initiate changes to laws to better protect businesses, reform supervision and fairly use confiscated assets of the Russian Federation,” Svyridenko emphasized.

Own weapons production

The Prime Minister announced that the government will soon launch grants for the production of ammunition and explosives.

“This is support for the defense industry and the localization of critical production. Details will be decided after the government’s decision. The project is coordinated by Mykhailo Fedorov and Denys Shmyhal,” the head of government specified.

Reconstruction

In addition, Svyrydenko announced the launch of the pilot project “Design and Build”, which will allow faster construction or reconstruction of housing, hospitals, schools and other important infrastructure.

“The very approach to construction is changing: the state is holding tenders not for design, but for the full implementation of the facility – “turnkey”. This is a European practice, known as Design-build, such an approach has long been used in the EU as an effective mechanism. The contractor will take responsibility for both the development of project documentation and the implementation of construction work. The project will last 2 years – under the control of Oleksiy Kuleba and his team, as well as the Recovery Agency,” the Prime Minister concluded.

Recall that the newly appointed Prime Minister of Ukraine Svyrydenko promised to achieve real positive results in her position, which every Ukrainian will feel.

Svyridenko stressed that the government must act quickly and decisively, and the priority steps in the first 6 months will be:

quality provision of the army,

increasing its own weapons production,

increasing the technological capabilities of the army.

On July 17, the Verkhovna Rada appointed Yulia Svyridenko to the post of Prime Minister of Ukraine. She became the second woman to hold this position in the country’s history, after Yulia Tymoshenko.
