The war cemented the monopoly and inefficiency of the railways

The war became a factor that allowed the monopoly and inefficient structure of Ukrzaliznytsia to be preserved instead of carrying out the necessary demonopolization and management reform. This is reported by RBC-Ukraine with reference to the statement of the director of the GMK Center analytical center Stanislav Zinchenko.

Zinchenko noted that even before the war, all experts discussed the division of Ukrzaliznytsia into several separate structures – a freight, passenger operator and an infrastructure company.

“There were even negotiations on attracting consultants from Deutsche Bahn to implement reforms. But the war allowed bureaucrats to cement the old structure,” said the director of the GMK Center analytical center.

According to him, despite the heroic role of Ukrzaliznytsia in the first months of the invasion, the current management demonstrates insufficient activity in strategic development. Freight transportation remains a profit-generating activity, but the business cannot bear the overall loss of a huge state monopolist in the fourth year of the war.
