Business relocation in Ukraine: over 12 thousand companies moved in a year

More than 12,000 companies relocated to other regions in 2025, with some businesses changing their addresses several times during the year. A total of 12,920 moves were recorded – 11% more than in 2024, but still fewer than before the start of the full-scale war. This is reported by Opendatabot.

Field of activity

The most active are wholesale companies – almost every third: 3,798 businesses. They are followed by building construction (732 companies or 6%), real estate transactions (645 or 5%), agriculture (639 or 5%) and retail trade (526 or 4%).

Popular routes

The most popular route is from Kyiv to Kyiv region (779 companies). In the opposite direction – from the region to the capital – 663 moves. Other leaders include: Kyiv → Dnipropetrovsk region (565), Kyiv → Kharkiv region (521), Dnipropetrovsk region → Kyiv (501).

Overall, the largest number of relocations occurred from Kyiv – 12,558, or 30% of all movements. This is followed by Dnipropetrovsk region (4,200 or 10%), Odesa region (2,884 or 7%), Kyiv region (2,755 or 7%) and Kharkiv region (2,336 or 6%).

Where most often moved

Among the regions where businesses move, Kyiv also remains the leader – 11,765 companies, or 28.3% of all relocations. 4,048 companies moved to Dnipropetrovsk region (10%), to Kharkiv region – 2,889 (7%), to Odessa – 2,880 (6.9%), to Kyiv – 2,729 (6.6%). Despite the large number of relocations, the number of companies increased only in 8 regions. The largest increase was recorded in the frontline Kharkiv region (+553 businesses) and Zaporizhia (+419). There were also increases in Lviv region (+213), Sumy region (+177), Zakarpattia (+105), Kherson region (+95), Zhytomyr region (+53) and Ivano-Frankivsk region (+48). At the same time, there were fewer companies in 19 regions. The largest outflow was in Kyiv (−793 companies). Donetsk region (−155), Dnipropetrovsk region (−152), Volyn region (−101) and Luhansk region (−85) also lost.

Leaders

The list of the largest relocatees by revenue includes companies with billion-dollar turnover. The leader was ZE.TEK with revenue of UAH 14.17 billion – it moved from Kyiv to Rivne region, and works in the field of electricity and gas supply. DTEK Kurakhivska TPP with revenue of UAH 8.21 billion relocated from Donetsk to Zaporizhia region. Other major players include Ukraviasystem, Mit Prom, Stillakva, Busky Cannery and Jacobs Dow Egberts Ukraine, which mostly chose Kyiv as their new place of registration.

As reported, security risks were the main reason for relocation of capacities abroad for 89% of Ukrainian defense manufacturers. 61% of companies noted the inability to export products, and 56% – low volumes of government orders and restrictions on technology exports.

78% of companies have already moved or plan to move production facilities, technology rights and R&D offices abroad. Most often, Poland, the Czech Republic, the USA, Slovakia and Estonia are chosen for relocation.
