The Rada is preparing changes to reservations and mobilization

The Verkhovna Rada has created a working group to review the reservation and mobilization system. Deputies are analyzing the number of reserved employees and preparing proposals for changes that may affect enterprises and military registration. It is expected that the first legislative initiatives will appear by the summer.

Review of the reservation system: what exactly will change

The Verkhovna Rada is actively discussing changes to the employee reservation system. Among the key areas are a review of the number and status of reserved employees, as well as checking the real need of enterprises for reservations. Deputies propose to limit “criticality” only to manufacturing enterprises, excluding trade and commercial structures from this list. Particular attention is paid to preventing the so-called “economic reservation” — the illegal preservation of employees from mobilization based on economic criteria.

Changes in military registration and new restrictions

In parallel, changes to the military registration system are being considered. The working group is working on the reconciliation and unification of state registers, as well as strengthening the verification of data on persons who violate military registration. The possibility of applying new restrictive mechanisms for such categories of citizens is being considered.

Reform of the TCC: reducing corruption risks

The reform of territorial recruitment centers (TCC) is being discussed separately. Among the proposals are a change in the functionality and powers of the TCC, a transition to a more “technical” role in maintaining registers, as well as reducing the human factor and corruption risks. A redistribution of functions between the TCC, the police and local authorities is possible.

When to expect legislative initiatives

According to the people’s deputies, the first legislative proposals may appear by the summer. To date, there is no final document in parliament, but the working group continues to work on updating the reservation and mobilization system.
