The Law of Ukraine “On Materials and Objects Intended for Contact with Food Products” (No. 2718-IX) comes into force on November 19, 2025. This was reported by the State Service for Food Safety and Consumer Protection.
“This law introduces modern European safety standards for all materials that come into contact with food products — from packaging, dishes, containers and lids to equipment used in food production,” the department explained.
The document establishes clear requirements for the safety of food packaging and materials that should not emit harmful substances or foreign odors into products.
The law obliges manufacturers and importers to:
implement good manufacturing practices (GMP);
declare the compliance of materials with the requirements;
control the migration of chemicals from packaging into products;
conduct a scientific risk assessment;
ensure correct packaging labeling.
Materials manufactured before November 19, 2025, may be in circulation until the expiration date.
“That is, businesses will have time for a planned replacement of packaging, and consumers will have time to gradually switch to safe materials. This decision will avoid a shortage of packaging materials and at the same time ensure compliance with safety requirements,” said Serhiy Tkachuk, head of the State Service for the Protection of Food and Consumer Protection.
The purpose of the law is to protect consumer health, harmonize Ukrainian standards with EU standards, and guarantee that every package in which products are stored is safe for humans.
“After the implementation of these requirements, Ukrainian manufacturers will have the opportunity to enter European markets with packaging that meets civilized quality requirements… Step by step, Ukraine is implementing the standards that apply in EU countries,” the State Service for the Protection of Food and Consumer Protection summarized.
