Ukraine has recorded a sharp decline in the business activity index of enterprises – the indicator in February 2025 dropped to zero. This means that the number of companies that reported an improvement has become equal to those that reported a deterioration.
According to economic research, 21% of enterprises noted an increase in activity, almost the same number – a decrease, and the majority (over 58%) did not see any changes. Despite this, business is optimistic about production plans: more than a third of companies plan to increase production volumes in the coming months, and export expectations have reached an annual maximum.
The main problems remain the shortage of labor, rising prices for raw materials and power supply disruptions. At the same time, the share of enterprises that criticize the actions of the authorities has been decreasing for the fourth month in a row, which indicates a gradual decrease in negative sentiment in the business environment.
Let us recall that the drop in the index to zero reflects a difficult situation: business is feeling the pressure of external and internal factors, but at the same time retains faith in the resumption of production and expansion of exports.
