An electronic petition to withdraw the initiative of the Ministry of Finance to introduce a value-added tax for individual entrepreneurs has collected the required 25,000 signatures. This means that the government is obliged to officially consider the appeal.
The collection of signatures started on January 1, 2026. The author of the petition was Vladislav Orlov. As of early February, the document had been supported by 25,003 citizens, which allowed reaching the threshold established by law ahead of schedule.
In the petition, entrepreneurs and their supporters call not to introduce an additional tax burden for individual entrepreneurs, emphasizing that small businesses are already operating in conditions of war, an unstable economy, and constant changes in administrative rules.
According to the procedure, after the official start of consideration, the Cabinet of Ministers has up to 10 days to analyze the petition’s requirements. Relevant bodies, in particular the Ministry of Finance, the Ministry of Economy, and relevant parliamentary committees, are involved in the discussion.
Following the review, the government will either support the demands and initiate changes, or refuse with detailed justification of its position. The response must be made public no later than the next business day after the review is completed and sent to the author of the appeal.
