Pensioners living in the temporarily occupied territories (TOT) or who left during the occupation to the territory controlled by Ukraine must report the non-receipt of payments from the Russian Federation by April 1, 2026. If this is not done, pensions and insurance payments may be suspended, even if physical identification has already been completed. This is reported by the Pension Fund of Ukraine (PFU). The pension system of Ukraine operates even in difficult conditions of temporary occupation, but in order to receive payments, citizens must follow certain procedures.
This is especially true for persons living in the territories temporarily occupied by the Russian Federation, or those who left during the occupation to the territory controlled by Ukraine. Pensions and insurance payments in such cases are made only on the condition that citizens do not receive similar payments from the Russian side.
Who must report non-receipt of payments from the Russian Federation
According to the Resolution of the Cabinet of Ministers of Ukraine dated February 3, 2026 No. 126, citizens who underwent physical identification in the period from January 1, 2025 to February 1, 2026, but did not report non-receipt of pension or insurance payments from the Russian Federation, must do so by April 1, 2026. Payments continue until the notification is submitted, but no longer than the specified period.
If the notification was already submitted in 2025, it is necessary to report again only in the event of a change in the circumstances regarding the receipt of payments. Thus, pensioners should carefully check whether their data is displayed up to date in order to avoid suspension of pension income. The Pension Fund of Ukraine provides several convenient ways to submit information about non-receipt of pension and insurance payments from the Russian Federation:

In the “Remote Information” section, you must check the boxes next to the lines – “I do not receive a pension in another state, in particular from the pension authorities of the Russian Federation” and/or “I do not receive insurance payments in connection with disability/incapacity for work or loss of a breadwinner from another state.”

For those who are abroad, you can send a message to the address of the territorial body of the PFU, where the pensioner is registered, along with confirmation of being alive. It is also possible to indicate this information in the application for the appointment, renewal or extension of payments.

At any service center, you can submit an application for the assignment, recalculation, renewal or extension of a pension (monthly lifetime cash support). Also, at the same time, confirm the fact of non-receipt of payments from the Russian Federation.
As of February 1, 2026, about 269 thousand pensioners had not undergone physical identification, and almost 70 thousand people, although they had undergone verification, did not report the absence of payments from the Russian Federation. For these people, submitting a notification by April 1 is critically important.
Otherwise, their pensions and insurance payments may be suspended, which creates the risk of temporary loss of income in the coming months. The PFU emphasizes that compliance with this requirement will avoid misunderstandings and ensure stable receipt of pension funds even under difficult conditions of temporary occupation.
