The Cabinet of Ministers has registered the draft Customs Code with the Verkhovna Rada. This was reported on Telegram by the permanent representative of the Cabinet of Ministers in the Verkhovna Rada, Taras Melnychuk, Ukrinform reports.
“The Cabinet of Ministers of Ukraine, as the subject of the legislative initiative, has registered the draft Customs Code of Ukraine (reg. No. 15295) with the Verkhovna Rada of Ukraine,” Melnychuk said.
According to him, the draft law is aimed at ensuring the compliance of the Customs Code of Ukraine with the provisions of EU law in the customs sphere in order to meet the requirements for Ukraine as a candidate country for accession to the EU.
Melnychuk noted that Sections I–IX of the draft code correspond to the structure of Regulation (EU) No. 952/2013 of the European Parliament and of the Council of 09.10.2013 establishing the Union Customs Code (at the level of sections and chapters);
Chapters X–XI correspond to the structure of the Regulation Council Regulation (EC) No. 1186/2009 of 16.11.2009 setting up a Community system of reliefs from customs duty and Regulation (EU) No. 608/2013 of the European Parliament and of the Council of 12.06.2013 concerning the enforcement by customs authorities of intellectual property rights and repealing Council Regulation (EC) No. 1383/2003 respectively;
Chapters XII–XV cover national-level provisions, namely: movement of goods by natural persons, customs statistics, infringements of customs rules, customs authorities;
Chapters XVI–XVII – transitional provisions necessary to ensure the functioning of certain processes before Ukraine becomes a member of the European Union and during the period of martial law, and final provisions.
