Ukrainians have concluded over 1,300 contracts for the sale of their own electricity

As of May 2026, 1,377 electricity purchase and sale agreements were concluded in Ukraine under the self-generation mechanism. This is reported by Delo.ua with reference to the statement of the Director of the Department for Regulation of Relations in the Retail Market of the National Commission for the Regulation of Electricity and Gas Sectors of Ukraine, Oleg Kostrykin, during a round table in Truskavets. The mechanism allows active consumers not only to fully cover their own energy needs thanks to autonomous installations, but also to officially sell the accumulated surpluses to the general network. This tool can be used by private households, associations of co-owners of apartment buildings (OSBB), as well as small and large non-household consumers (businesses).

To develop distributed generation, the National Commission for the Regulation of Electricity and Gas Sectors of Ukraine has simplified the procedures for installing generating units and connecting them to networks. This allows certain categories of consumers to do without obtaining technical specifications, connection services, and approval of project documentation with the distribution system operator.

The launch of own generating capacities is stimulated by targeted state support programs that minimize the financial burden on the purchase of equipment.

Currently, the following tools are available for the installation of installations (solar plants, cogeneration and gas piston systems):

For businesses and condominiums: preferential financing within the framework of the updated government program “Affordable Loans 5-7-9%”.

For private households: the state program “Energocredit” with an actual rate of 0% per annum.

According to the regulator, the rapid growth in the number of concluded contracts confirms the transition of Ukrainian business and the population to a model of complete energy autonomy, which is critically important for the overall stability of the country’s energy system.

As a reminder, the National Commission for the Regulation of Energy and Utilities of Ukraine approved a draft resolution on amendments to the Code of Commercial Electricity Accounting. The changes proposed by the regulator are aimed at reforming and improving the electricity accounting system in Ukraine.
