Banks are tightening control: who will have their transfer limits cut starting in August

In Ukraine, banks are changing the rules for controlling money transfers for some business clients. The new restrictions will primarily affect new, inactive individual entrepreneurs and certain companies with increased risk. The new Memorandum on the Transparency of the Payment Services Market does not introduce general restrictions for all Ukrainians. It is about a risk-based approach that gives banks more tools to verify transactions.

As explained by Serhiy Mamedov, Vice President of the Association of Ukrainian Banks and Chairman of the Board of Globus Bank, the document does not change the legislation and does not automatically apply to all clients.

The new rules primarily affect newly created and inactive individual entrepreneurs, as well as legal entities whose accounts can be used for transit transactions or the scheme movement of funds. Approximately from August 2026, a limit of up to 600 thousand hryvnias per month will be set for individual entrepreneurs of group 1, and up to 3 million hryvnias for individual entrepreneurs of groups 2-3. Starting in November 2026, these restrictions will be tightened: for individual entrepreneurs of group 1, the limit will be reduced to 400 thousand hryvnias, and for individual entrepreneurs of groups 2-3 – to 1 million hryvnias.

For new and so-called “dormant” legal entities, restrictions are also being introduced: up to 5 million hryvnias from August and up to 2 million hryvnias from November.

The banking sector explains that the main goal of the changes is to unify financial monitoring and reduce the number of transactions without economic content. At the same time, the fact of the limit itself does not mean automatic blocking of accounts. Problems can arise only when transactions do not correspond to the declared activity or the bank does not receive confirmation of the origin of funds.

For ordinary individuals, the rules remain unchanged. As before, you can transfer up to 100 thousand hryvnias per month without additional confirmations, and for clients with increased risk, the limit is up to 50 thousand hryvnias.
