Nova Poshta (part of the Nova group) and the national postal operator Ukrposhta have announced the introduction of new customs regulations for commercial shipments from Ukraine to the European Union, effective November 1. These rules will require the provision of additional product identifiers; furthermore, a “handling fee” of EUR 2 per parcel may need to be included in the customs declaration.
According to a statement from Nova Poshta, these new requirements apply to online sellers, e-commerce stores, and vendors operating on marketplaces or social media platforms—specifically those based outside the European Union, including Ukraine—who ship goods to buyers within the EU. These requirements pertain exclusively to goods sold online and do not apply to non-commercial shipments.
For customs clearance, it will be necessary to provide three new types of “Product Identifiers” (PID) for each item: the M-PID (code C127)—the product SKU used by the seller or marketplace; the NS-PID (code C128)—an internal SKU assigned by the manufacturer or supplier; and an international product identifier (S-PID, code C129).
Ukrposhta announced that, starting October 21, it will update its digital systems. This will allow clients to calculate costs in advance—enabling them to factor these expenses into the price of their goods—while also automating and streamlining the data exchange process. Specifically, three additional fields for new types of identifiers (PIDs) will be created within the national postal operator’s personal account interface. Ukrposhta also noted the potential introduction of an additional customs handling fee of EUR 2 per parcel. “The European Commission’s final decision regarding this fee is expected on October 22,” Ukrposhta stated, adding that if implemented, the postal operator will automatically include this charge during the processing stage.
Separately, Nova Poshta emphasized the importance of ensuring—by November 1—that every product and its specific variant has a unique SKU (stock-keeping unit). This involves obtaining the necessary codes from manufacturers or suppliers and verifying the presence of international identifiers. Furthermore, it is essential to ensure that order numbers are not being used in place of product identifiers. It is also necessary to confirm that the required data is stored within the CRM, product catalog, or marketplace platform, and that it can be transmitted via API or the business account interface. Nova Poshta’s core business remains the express delivery of documents, parcels, and large, palletized cargo. The company is the leader in express delivery services within Ukraine. Its ultimate beneficial owners are Volodymyr Popereshnyuk and Vyacheslav Klymov.
