The debt of Ukrainians for housing and communal services in the second quarter of 2025 reached 106.6 billion UAH. This is the first published data since the beginning of the full-scale invasion. For the first time, since the beginning of the full-scale invasion of the Russian Federation, data on the debt of the population for payment of housing and communal services have been published in Ukraine. UNN reports with reference to the report of the State Statistics Service of Ukraine.
According to the document “Debt of the population for payment of housing and communal services by type of service, by region in the second quarter of 2025”, the debts of Ukrainians amount to 106,645,294.5 UAH.
As of the second quarter of 2025, the following figures were recorded, according to the types of services:
Supply of thermal energy and hot water: 35,165,259.4 UAH;
Supply and distribution of natural gas: UAH 32,320,906.1;
Supply and distribution of electricity: UAH 17,066,392.6;
Centralized water supply and sewage: UAH 10,155,111.6;
Apartment building management: UAH 8,836,394.0;
Household waste management: UAH 3,101,230.8.

As of the end of 2021, the debt of the population of Ukraine to the utility company amounted to UAH 81.3 billion.
