Salaries of officials – no more than 80 thousand: Hetmantsev submitted a proposal to the 2026 budget.
The head of the Finance Committee of the Verkhovna Rada, Danylo Hetmantsev, announced that together with the speaker of the parliament Ruslan Stefanchuk, he submitted a proposal to the draft state budget for 2026 to limit the salaries of civil servants to a limit of 80 thousand hryvnias per month. He wrote about this in the Telegram channel.
According to him, such a decision is a forced step during the war, because a significant part of the budget is directed to defense.
“I am convinced that in conditions of martial law, justice is the most important element of the social contract. That is why I believe that during wartime, the burden of financing defense needs should be fairly distributed,” Hetmantsev emphasized. He clarified that the restriction will not apply to the military and anyone who is directly involved in measures to ensure national security and defense.
The MP also announced another initiative – a temporary increase in the profit tax rate for banks in 2026. If the bill is adopted, financial institutions will pay a tax of 50% instead of the current 25%, without the possibility of taking into account losses from previous periods.
“During 2023–2024, the state made a decision to tax banks’ excess profits at the end of the year. In 2025, we did not do this, and banks will pay corporate income tax at the base rate of 25%. But the war continues. The needs of the security and defense sector are growing, and we have to find additional resources,” Hetmantsev explained.
He emphasized that such an “exceptional measure” will allow attracting an additional 30 billion hryvnias to the state budget for 2026. Hetmantsev appealed to the MPs to support both initiatives. According to him, the documents are already available for signing in the electronic document management system of the Verkhovna Rada.
“I invite my colleagues – people’s deputies of Ukraine – to join in signing the draft laws. This is a matter of our responsibility to society and the army,” he noted.
