They won’t just give away money: Ukraine will change the system of benefits

Ukraine is preparing a large-scale update of the social system. The Ministry of Social Policy is working on a new model of assistance, which should replace the current mechanism for providing benefits and state support to low-income citizens. This is reported by the “Government Portal”.

As explained by the Minister of Social Policy Denys Ulyutin, the current assistance system is too complicated and financially burdensome for the budget. It provides only short-term support, but does not solve the main problem – the return of people to economic activity.

According to him, social policy should not simply compensate for losses, but help a person restore the ability to earn independently. This is about the transition from a system of passive payments to stimulating employment, training and the development of personal skills.

The minister emphasized that the state seeks to build a “new social contract”, within the framework of which the state, business and communities will participate in supporting those who really need it. Such an approach, according to the plan, should not simply distribute money, but form trust and human capital.

The concept assumes that social support will be more targeted, and resources will be directed towards human development, rather than maintenance. The state seeks to create a system in which no one will be left alone with their problems, but at the same time everyone will have an incentive to be independent.
